So my DM in a spur of plot-twistiness has decided that the Hadozee that has been adventuring with us that lacks the wing-flaps of all of their kind is not in fact a Hadozee. So we pass through an Anti-Magic field and lo and behold the hair falls away and instead of a monkey wearing belts we find some dude wearing not enough belts. this http://www.wizards.com/dnd/images/storm_gallery/90754.jpg is a hadozee for those that don't know.
Now I admit slap some orange-red fur on him I would mistake him as a Hadozee as well. Which makes it awkward for an NPC I made in the group who felt akin because he had no flaps either (but that's because he was a slave and the were cut and torn off) who is by proof of magic 100% Hadozee. Who we based off of this image pirate captain turned slave minus the wings. http://www.wizards.com/dnd/images/storm_gallery/90716.jpg All of that is just fluff and filler, what it comes down to is what race/creature is that with the extremely long arms and looks like a hairless orangutan and what are it's abilities and just general other information you can give me. Wait, isn't that fur-less picture of that entirely mute race? Is the picture just what he looks like, or the actual race, because if it's the latter, I don't think you would have heard him speaking.

Edit: Got it, that is the picture of a Buomman, from the Planar Handbook. They have a vow of silence, so they can't speak. They do however, sing everything. So a race of monks with a wisdom bonus and charisma penalty, who take penalties if they talk normally. And the songs they sing are a ritual to convey more abstract things instead of information, a song of arriving, or leaving, waking, and eating.. So they couldn't just sing, "The guy you are looking for is over there."

That picture you provided is a Buomman (Planar Handbook). They take a vow of non-speech, which means that they may make sounds, but not communicate via speaking. Speaking causes a fairly major stacking penalty (1 Wisdom damage) every time they speak for 24 hours, along with a -2 to attack, saves and checks - though that doesn't stack.
