If you mean the Spectral Savant, it's in sort of a weird gray area between a psionic Lich and a psionic vampire. Becoming one is pretty lich-like (spend a bunch of money, vague but evil transformation process) but its abilities are pretty vampiric (negative energy slam attack, PP drain.)

It also has no phylactery, though high-level psions can get around that. (http://www.d20srd.org/srd/psionic/powers/astralSeed.htm)

I think that's a 3.0 Psionics PrC, which makes me ... wary about it.

Meh just say Psonic is another form of magic and use the Lich template and be done with it.

For most part, it is essentially one of those transformational prcs like dragon disciple, which incorporates the psi-equivalent of a lich template with 6 lvs of spellcasting into a 10 lv prc. You can then strip out the lich benefits from there, which works out to turning immunity, +2int/wis/cha, +4NA, dr 5/-, a more useful fear effect, undead traits, paralysing touch and a gem to replace your phylactery.

Granted, it is 3.0, so the dr may have to be revised, though you can simply leave it as is.

The Alhoon is the "offical" D&D Psionic Illithid Lich. I'm not sure if that helps any, though.

That actually doesn't count because that specific Illithid type is the type that was a Wizard and not a Psion, and then became a Lich.
