If a pc has some of his level in race i.e.) Drow bard (2 levels for being drow) was 19th level, but ECL =21 is he still considered epic, and able to purchase epic feats ?

There is a price for that level adjustment 21 means 21 :smallwink:

To be honest i'm not completely sure i'm right but i suspect i am

By the time you're hitting epic what you're paying that +2 LA for isn't going to be very significant. If you haven't read them yet I'd suggest taking a look at the LA buyoff rules in Unearthed Arcana.

At any rate, you only get feats at increments of 3 HD, so you'd have to wait for HD 21. And if they're gained from something like Fighter levels, the Fighter Bonus Feat list doesn't become the Epic Fighter Bonus Feat list until you're a level 21 Fighter.

If it isn't specified, level refers to Character Level, not Effective Character Level. IIRC the Epic Level Handbook doesn't specify, so it's Character Level.

I see,

Since the pc is only 19 HD, he cannot actually BE epic till he hits 21 HD. Bummer for him, drow are NOT that powerful in high levels when everything can get through a 30 SR like it was nothin...

Why, is their caster level higher than 21 somehow? Or really at ECL 21, outside of BBEGs, I'd expect CR 19 monsters with caster level 18. But if everything has spell penetration or some such you might want improved spell resistance once you do get 21 class levels. Statistically it negates 10% of all SR:yes spells or roughly 20% (2 out of the ~10 die rolls that are high enough) of what would normally beat your SR.

From my understanding, you qualify for epic feats at ECL21, but can only take them when you have the right HD and meet the other requirements. So in theory, I think a half dragon fighter18 (ECL21) would be able to take an epic feat such as epic weapon focus, but a drow fighter19 (also ECL21) would miss out on this opportunity. :smalltongue:
