Mounted ranged combat question

The feat Mounted Archery (http://www.d20srd.org/srd/feats.htm#mountedArchery) says:

The penalty you take when using a ranged weapon while mounted is halved: -2 instead of -4 if your mount is taking a double move, and -4 instead of -8 if your mount is running.

But I can find nowhere else that the penalty for mounted ranged combat is mentioned. Please help my poor blind eyes see the relevant section of the rules.

P.S. Does this penalty actually apply to thrown weapons as well?

It's here (http://www.d20srd.org/srd/combat/specialAttacks.htm#mountedCombat) in the SRD, and probably easily found in the PHB in the mount section. And yes, it applies to thrown weapons too.

Wow! I really am blind, I've read that section at least three separate times and completely missed that paragraph every time.
