All of these feats are made with the consideration that, if they are used, iterative attacks will follow the following pattern (I was not the first person to suggest this; it has in fact been bandied around quite a bit.):

Power Attack [Fighter]
You swing a good old Hail Mary of an attack, sacrificing accuracy for power.
Prerequisites: BAB+1 AND Str 13 OR Fighter level 1
Benefit: At any time before one of your attacks, you may declare a Power Attack. If you do so, you receive a penalty to your attack roll on that attack equal to half your BAB (minimum 1) and receive a bonus to your damage roll equal to your BAB.
Special: If you are wielding a light weapon, reduce the bonus to damage rolls by 50%; if you are wielding a two-handed weapon, or a one-handed weapon in two hands, increase the bonus to damage rolls by 50%.

Reckless Lunge (Fighter)
You spot an opening in your opponent's defenses; you leave a gap in your own defenses to take advantage of it.
Prerequisites: BAB+1 AND Dexterity 13 OR Fighter level 1
Benefit: At any time before one of your attacks, you may declare a Reckless Lunge. If you do so, you receive a penalty to your armor class equal to half your BAB, and receive a bonus to your attack rolls equal to half your BAB.
Special: If you are wielding a light weapon, increase the bonus to attack rolls by 50%; if you are wielding a two-handed weapon, or a one-handed weapon in two hands, increase the penalty to armor class by 50%

I don't know what the reasoning before that iterative attack sequence was, but I think it's a bad idea. Warrior types don't need to loose out on half the attacks they get to make.

I've always rather liked the "+20/+15/+15/+15" attack routine, myself.

Feats seem alright, perhaps a bit PF but with more oomph.

My curiosity is what the Bonus/Penalty to attack rolls column is supposed to be used for?

Reckless Lunge seems a bit strong when combined with shock trooper. Shock trooper plunges your ac into the dirt anyway and with reckless lunge you now get a bonus to hit as well. Also not sure if power attack REALLY needs the nerf.

It seems like if you use both attacks, you take that penalty on both, but if you use just your first attack, you use your full bonus. That's just a guess, though.

Well, the alteration to iterative attacks is NOT my idea; it is based off the idea that you are only going to really be hitting with the first two attacks anyway, so there is that.

I would alter Shock Trooper, as a matter of fact, if I were using these feats; as written, Power Attack+Reckless Lunge IS the whole Shock Trooper combo, even while not charging.

Also, this version of Power Attack is not really a Nerf; you are receiving a 3:1 return on two-handed Power Attacks, it is just that you can't sack as much attack bonus to use it.

Also, you can power attack with light weapons, you just don't get as much of a pay off.

The Bonus/Penalty column is a bonus/penalty to the attacks rolls for your iterative attacks.

I'm planning a Two-Weapon Fighting feat that boils down to: "You get another attack; this attacks adds the following to the bonus/penalty column:-2,-1,0,+1"

So, at the following "BAB marks":
+1: 2 attacks, -2 to hit each
+6: 3 attacks, -3 to hit each
+11: 3 attacks, +0 to hit each
+16: 3 attacks, +3 to hit each
