Psionics is frequently suggested for temporally-minded characters.

Yeah, Psions are generally the easiest way to screw with time, to an extent. Nomads' main function is to mess around with space, but they screw plenty with time as well. For example:

Time Hop (http://www.d20srd.org/srd/psionic/powers/timeHop.htm) (Mass (http://www.d20srd.org/srd/psionic/powers/timeHopMass.htm))- bumps a target forward a few rounds. The Mass version only affects allies and bumps 'em forward a few hours.

Time Regression- (http://www.d20srd.org/srd/psionic/powers/timeRegression.htm) go back in time 1 round. Essentially a 'rewind/erase' button.

Temporal Acceleration- (http://www.d20srd.org/srd/psionic/powers/temporalAcceleration.htm) pretty much Psionic Time Stop. It's a swift action, and stops time for 1 round as a 6th level power; if a Quickened Time Stop is effectively 13th level, then that's effectively 27 PP translated into psionics. If the average duration for that is 3.5 rounds, then using Temporal Acceleration to get it for 4 rounds costs 23 PP; not a half-bad deal, and it's even more versatile. Only downside is that you're shaken for a round afterwards.

...Et cetera. I think there are a lot in CPsi, too, but I don't have it on hand to check.

Wasn't there a compendium of time affecting abilities somewhere on this forum?

CPsi doesn't add a whole lot - the main focus of that tome, besides cobbling together a few powers from the "Races of" and "Places of" books, was shoehorning divine magic into psionics (and doing so rather badly.) Synchronicity and Anticipatory Strike, the two best time-based powers in that book, come from Races of Destiny and were actually done better there.

We did get a funny time-based PrC though - the Zerth Cenobite, which is the first D&D class that can quite literally punch you into next week.

Anyhoo, I'm going to suggest the Chronorebel like I always do in these threads. Third party - but it was created by Bruce Cordell, the same guy who wrote the XPH, so it's a tad more legitimate.

Chronorebel's solid; it's decent for just about any flavor of psion - whether it's primarily a gish or direct manifester - and its time travel mechanics have some easy plot points built into them.

There was also a wizards web article that gave a couple high level time travel spells and feats.... here (http://www.wizards.com/default.asp?x=dnd/pg/20030402x)it is.

the spell fails on any plane where time is meaningless

That strikes me as funny, for some reason.
