1: Is there any point to taking the Effigy Master PrC? As far as I can tell, a Wizard making an Effigy could be done with Craft Construct at 6th level, minimum, but the first level of Effigy Master could not be taken until 8th.
Reason:o With Craft Construct:
 Craft Construct requires:
• Craft Magic Arms and Armor requires:
o Caster Level 5
o Can be gained with the Level 5 Wizard Bonus Feat
• Craft Wondrous Item requires:
o Caster Level 3
o Can be gained with the normal Level 3 feat
• A feat slot: Standard level 6 feat
• Minimum level is therefore 6
o With the Create Effigy class feature:
 Create Effigy requires:
• A single level in Effigy Master requires:
o The Simulacrum spell: Wizards have it.
o 10 ranks in one of four Craft skills: Can be reached at level 7.
o Knowledge (Arcana) 5 ranks: Can be reached at level 2
o Spellcraft 5 ranks: Can be reached at level 2
o Use Magic Device 2 ranks: Cross-class, but can still be reached at level 1
• Minimum level is therefore 8 (7 for prereqs + 1 of Effigy Master), assuming enough Int to keep the skills maxed until the required ranks are achieved.


2: I've been considering playing an Intelligent Spellbook riding around in an Effigy of a standard player race. At what level would it be possible to have an Effigy Human (close in HD to the spellbook, probably dont go lower than 2 HD less) and an Intelligent Spellbook (with reasonable stats) without either going above half WBL, and leaving a good amount of wealth on the side for other stuff? Or is there another way to achieve the concept without those specific mechanics?

Not really, no. It saves you a feat (well, sort of; more accurately, you can substitute the most broadly useful Craft feat in the game for a not-very-useful one) and means you don't have to take certain less-useful skills to repair an effigy.. but then, you probably were going to do all the healing on your Effigy with the Repair Construct line anyway. Other than that, the 3rd level ability of the Effigy Master is kind of neat, but not worth dropping that caster level at 1st. It'd really need to give you a break on Effigy pricing (and make the improved Effigy ability at 3rd free to apply) to be worth taking.

Actually, it saves you 3 feats. Craft Construct requires Craft Magic Arms and Armor and Craft Wondrous Item.

Having Craft Construct, Craft Magic Arms and Armor, and Craft Wondrous Item is, in general, really really really nice...
