The only guidelines I've seen on pricing new magic items is the one on the SRD. Unfortunately, this leaves out one thing: magic items with one pool of charges and several effects.
For example, the Healing Belt, Bag of Flames, and Thorn Pouch (all in MIC) each have a set number of charges, and multiple effects. The Bag of Flames has 5 charges/day. Expending one charge gives you a flame that adds fire damage to your melee touch attacks and can be thrown for a ranged touch attack. Spending 2 charges gives you a Small fire elemental for a few rounds. 3 charges gives Protection from Fire, which can be transferred to an ally at any time. The Healing Belt has 3 charges/day, and using more at once gives you more healing. The Thorn Pouch has different plant-related spells depending on the charges you spend.
