So, I'd like to include Fey in my D&D 3.5 game. Thing is, I've kinda blanked on what exactly defines a Fey, or what flavors they come in, or if they're color coded, or what.

Specifically, I plan to

I was playing around with the idea that the reason the Evil Empire is all faceless males is that the women of the Empire are all organized into harems, many of them for supernatural creatures (Satyrs?) so as to increase the magical potential of the population (Warlocks, Warlocks EVERYWHERE)

I also have a player with a mysterious voice in his head, so I figured some kind of Fey would fit in there, too.

Fey are long-lived or immortal being that are aspects of nature in all forms. They can represent living creatures (dryads, killorens), emotions or instincts (nymphs, satyr), physical places (Oread, Fossergrim). Most fey lack any form of society though a number of them are involved with the Seelie (Summer) or Unseelie (Winter) courts. The rulers of these courts are Titania and The Queen of Air and Darkness respectively.

A little of both. Basically, a quick rundown on what fey are, advice on how to use them, and suggestions on which ones to use, possibly mixed in with personal anecdotes regarding fey, and opinions on which ones are most interesting, most awesome, and so on.

Ok, well I already gave a brief explanation of what a fey is, so I guess I'll try to give you the one that best fits with your story. Fey don't really do the whole empire building thing much, so the only thing I can suggest is the Gruwaar (Dragon 317). They look like little furry gremlins. Here are a few snippets of their descriptions.

Plagues, assassinations, and catastrophes throughout the ages have seen influence from the gruwaars, for reasons known only to them.

Among other races, they often serve from the shadows as advisors or assassins for those causes that amuse them.

Gruwaars are drawn to political intrigue, but although they are amused by power and those who believe they wield it, gruwaars are not necessarily interested in wielding political and social influence themselves. They are fascinated by the motives and results that impassion those who seek and bear power. Above all else, they are intrigued by the chaos of raw, naked force. Where there is political strife, where there are clashing ideologies, where the will of rebellion threatens to upset the balance of power—the gruwaars are there.

They wouldn't be BUILDING it so much as integrated in by some kind of deal.

Empire building wasn't a good choice of words. As I said though, I can't think of any fey that are inclined towards this type of mischief aside from the Gruwaar. Maybe someone else can think of something else though.

The Fiend Folio has a decent amount of Fey creatures you can plunder for ideas.
