Does anyone know of an item that grants Turn Undead?

Not looking for something that gives additional attempts, rather something that actually gives the Turn ability to someone who doesn't already possess it.

Nope. The best you can do is cast Bone Talisman (http://www.wizards.com/default.asp?x=dnd/mb/20040721a), which lets a Druid (any Druid, not just the caster) use it to Turn.

Shroudcrown (113600 GP, Player's Guide to Faerun p. 124). Wearer can turn undead as a 10th-level cleric.

Domain Draught might also work... the DMGII version could stack multiple domains, so you could start with the Plant domain power and add the Sun domain to convert one of those into a Greater Turn Undead. However, the MIC version doesn't allow you to stack multiple domains: drinking a new draught while the old one is still in effect cancels the first one. But even an MIC-version Domain Draught with the Sun domain from the Dragonlance Campaign Setting grants TU as a cleric all by itself (and technically supercedes the Sun domain in the PHB/SRD).
