Map System for Skype Game

I'm about to DM a game over Skype. This particular game is d&d3.5, but the question applies to any system.

I need a map/grid program for my computer. Basically, I want to find a map, put it in the program, and be able to move symbols around on it. Right now the only idea I have is to take Inkscape, put the map in the background, overlay a grid, and use icons to represent the characters. This would be cool because I could customize the icons easily, especially if I go OotS style, but 1) it's a lot of effort and 2) I would prefer a dedicated program.

So, are there any good, free programs to handle maps & grids out there?

I've also heard good things about MapTools, but if that's not an option, I've had reasonable success using Google Docs. Made it freely editable, and use grid paper image to line the backdrop for purposes of the map. The scale of the default grid will change with zoom, but a grid paper image will stay constant.

I downloaded Maptools already, but it seems a bit... needlessly complicated. I know it's nice, but I'm not trying to play the entire game on the tool, just place tiles on the grid. The other players don't even need to see it, I'll just post the map in the beginning of the encounter.
