Kingdom managment rules

Is there a good source for kingdom management rules freely available? I would prefer not to have to homebrew a set of variable to determine settlement growth, prosperity, unrest, etc., for a game I plan on DMing (PBP).

I've heard Kingmaker has some good ones, but I don't have access to the adventure path.

The kingdom will be mostly built, so I suppose I could fudge production/population/unrest numbers. I'm shooting for more politics anyway. Google basically said Kingmaker and the Birthright setting for this type of thing, so I guess it's not too common.

Yeah, birthright had some good rules also, but they never did an official 3.5 update, and the fan update was playable but had some rules problems.
