I am looking for some class that may aid a character in leading an orc tribe.

The character is a half orc barbarian. Very low CHA but some investment in Intimidate skill.

Orc Warlord. Races of Faerun. It's a 5-level PrC specifically tailored for what you have in mind. Although it needs Leadership if I recall.

You can also consider the orc paragon class in UA for flavour, as well as the gruumsh-blooded template in MM5.

What level are you looking at?

The character is already created and already busy playing it - so templates are out. Currently close to level 3, so whatever is going to happen will not happen too soon.

I am just trying to get some options should the current plans realise in the future.
