So, since I LOVE Farseer, here are some steps you need in order to apply the Skill Dragon template upon yourself.

"Skill Dragon" is an acquired template that can be added to any humanoid creature (referred to hereafter as the base creature), provided it can create the required Dragon Vessel.

Creating a Dragon Vessel

Feats: Craft Wondrous Item, Silent Spell
Stats: Charisma 12+
Spells: ability to cast 3rd level arcane divinations and enchantments*
Powers: ability to cast 6th level powers of any kind. If you can cast Reality Revision, you may ignore the gp cost of this template.*
Skills: Autohypnosis 1 rank, Concentration 10 ranks, Craft (Sculpture) maxed

*you may also know 6th level spells and 3rd level powers to qualify

To create a Dragon Vessel, you must first decide on a size for it. It can be small, medium, large, or huge. For small and medium Dragon Vessels, the materials required are stones, marble, diamonds and gems of at least 35'000 gp in value. This raises to 40'000 for large, and 50'000 for huge.

Then, you must work continuously and solitarily at your dragon for a number of days equal to 5+your Cha mod+5 if Huge.

Becoming a Skill Dragon

After the Dragon Vessel is completed, all you have to do to claim it as your new body is to touch it. You will instantly lose 1 level (it doesn't matter if by losing that level you also lose prerequisites), and then adopt the template.

Type: Your type changes to both Aberration and Dragon. You don't have one as primary and the other as augment, instead, your are treated as a pure member of both types.

Language: The base creature gains Draconic as one of its languages.

Space/Reach: As per the Dragon Vessel you created. Reach is never exceptional

Stature: Choose if you are one-legged, two-legged, three-legged, four-legged, five-legged or six-legged when you adopt the template, you may not change it.

Speed: move speed of 40 feet for small/medium/large and 60 feet for huge, fly speed of 50 feet (perfect) for small, 55 feet (good) for medium, 60 feet (average) for large, 70 feet (poor) for huge

Hit Dice: change all HD to d12

Armor Class: as the base creature + 5 + Con mod

Base Saves: A Dragon Vessel always has a good Will save, regardless of the base creature.

Alignment: one of your axis becomes Neutral (if you already were neutral on an axis, for instance Neutral Good, you MAY remain Neutral Good).

Stats: A Skill Dragon's base Wisdom, upon his creation, becomes 10 (it can be increased later, though). Also, his Str, Dex and Con increase (or decrease, as may be the case) by an amount equal to the base creature's base Wisdom modifier.

Special Traits:

Skill points are still gained from class levels, and do not change to those of a dragon. As Dragon and Aberration Traits, a Skill Dragon gains darkvision out to 60 feet, but nothing else. They also gain those template specific features:

Artisanate (Ex): Although living, a Skill Dragon was made instead of born. He is healed by Repair Damage and similar spells as if he was a Living Construct.

Vital Feed (Ex): A Skill Dragon needs to feed on life to keep existing. He does not eat or drink normally, instead, once per day he must kill 1 creature with at least 6 Cha, 3 Int, and a soul (outsiders do not qualify). If he fails to do so, he falls into a deep torpor, becoming a defenseless Construct with 100 hp and 20 hardness. To awaken a Skill Dragon, a ritual must be called upon. During this ritual, one souled creature is sacrificed for every week that the Skill Dragon has been sleeping, and Stone to Flesh must be cast on him twice.

Concealing Mastery: A Skill Dragon instantly casts all spells without verbal and somatic components and manifests all powers without displays.

Vengeful Backlash (Su): If a Skill Dragon saves against a mind-affecting effect and succeeds, he may, as an Immediate Action, cast Dominate Monster on the creature that generated the effect, as a Wizard with a class level equal to his character level.

Aura of Stolen Memories (Su): A Skill Dragon generates an aura around him in a 50 feet spread that strongly affects the ones within. Suppressing and releasing this aura are full round actions. This aura is always released while the dragon is unconscious or sleeping, except when in a deep torpor due to Vital Feed. Everyone within the aura receives 1 point of Wisdom drain per round. If they die because of this effect, they lose their souls.

Devour Soul (Su): A Skill Dragon may, when slaying an opponent, eat his soul. The opponent must have at least 6 Cha and 3 Int. If he does so, the soul is destroyed and the Skill Dragon gains Fast Healing 10 for 5 rounds.

Ageless: A Skill Dragon does not age. It does not get physically weaker with time, and it cannot die of old age. However, of its mental stats only Intellect continues to raise, Charisma and Wisdom remaining the same.

Mindforged: Being a product of pure will, a Skill Dragon always has maximum ranks in Autohypnosis.
