So, my Wizard is making a magic item for the party Fighter in honor of his recent knighting: A Belt of Giant's Strength +4 that grants the Powerful Build ability.

Predictably, it costs a lot. (The DM is SUPER NICE so it's still a bargain, and I have the price pretty much calculated.)

However, the DM wants it to be linked to the Fighter's religion, so I was wondering.

What is the price modifier (if any) for an item that can only be used by someone with a certain Patron Deity?

Well, requiring a specific class or alignment cuts the cost by 30% (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm#otherConsiderations), but there's no specific adjustment listed for patron deity.

I think you should ask your DM if using that 30% discount would be appropriate. I personally would rule it so, but it's his game :)
