I'm curious if the Hit & Run fighter ACF found in Drow of the Underdark is Drow only or open for all races. If it is Drow only is it often house ruled otherwise?

By RAW, it's Drow only. If you want it, ask the DM to house rule it.

While the fluff says 'drow', nowhere in the actual ability does it say you have to be drow to use it.

It's not Drow only, unless the pre-requisites specifically say you must be a Drow, anyone can take it.
