I was just wondering if there were any wealth guidelines, written or otherwise, for making epic level characters? More specifically for a character somewhere between 21st and 23rd level?

Yes. They're in the printed Epic Level Handbook, and are not OGL material, which is why you won't find them in the Epic material in the SRD.

More recent Epic WBL was released with the MIC, should you have access to it.

There are also numbers in the DMG, page 209. I'd use the MIC numbers if they're different, though.

They are exactly the same. ELH tables, DMG tables, MIC tables, all say the same thing.
they almost follow this formula for levels above 20: 5,1531*(level)^4,0087.

I know the MIC table has NPC Epic WBL, something that isn't covered anywhere else. I've never compared to the two tables, so I couldn't be sure if anything had actually changed in that respect.

Why did this just make me want to play an epic commoner and see how much I could do with it...

I already did that, though it was Pre-MIC on a 30th level commoner and I had to extrapolate a pattern of WBL myself. When I compared my results to there'sse in the MIC, my chart is a bit high for NPC WBL, so he has a bit more wealth than he should. Still pretty awesome, though I think he'd maybe be a threat to a party of 10th-12th level characters, maybe...

He's still a fixture in whatever game I run, as the big farm owner who seems to have been there for generations and whose fields seem to plow themselves, with the occasional rumble heard from the ground below...
