How does a beholder mage know every spell?

They don't. Beholder Mages learn spells the same way Wizards do; 2 automatic spells per level in the class and then anything else they have to find a source for (although they aren't said to use a Spellbook, so possibly they operate like the Eidetic Spellbook ACF for Wizards and just carry around the knowledge of every spell they've learned.) If you know any tricks for a Wizard to readily acquire every spell, a Beholder Mage can do the same.

Beholder Mages don't have a spellbook; they learn spells like a wizard can, but when they learn them, they have them permanently engraved in their beholder brain-meats, and can spontaneously cast them like a sorcerer can.

In my DM's campaign if an item (the scroll) costs >1k gp you need a special mission to get access to it.

So your DM hates magic items and decided to make a low magic setting without telling you. Thats why you make friends with a high level Wizard and ask if you could crib some spells from his spell book. Your not purchasing anything.

Get Leadership for a Warlock12/Chameleon2 minion who can craft any magic you need, but most explicitly and easily make any scroll ever.
