Psionic Jetpack Item

I wanted to make a Jetpack that players in the upcoming game might use. I thought about how best fuel could be translated and noticed that psionic could be a good start and wanted peoples input.

Custom Psionic Item: 50 pp/day (More less?)
Manifester level equal to half users level (More/less set amount?)

Gives access to following powers:
Catfall: Immediate Action: 1 point 1 round per level(Helping stop decent)
Hustle Swift Action 3 point (Boost anyone?)
Fly, Psionic Standard 7 points 1 minute per level (Main point)
Fly swift, Psionic Swift action 1 point per level (For those short jumps)
