Probably Warmage using spell-list expansion to overcome its lack of versatility or Warlock doing the same with copious application of Use Magic Device. Blasting alone isn't really a T3 level concept; you either have to take one of the classes that is designed around blasting and apply hacks to give it proper abilities outside of blowing stuff up, or you take one of the T2/T1 classes and downplay its power by focusing primarily on blowing stuff up.

Or you could play a Swordsage with heavy focus on Desert Wind, but that's relatively weak even as blasters go.
