So I'm running a Kingmaker adventure and I've noticed a lack of ruling on the issue of tracking while mounted. The penalties to tracking are related to movement speed (half speed for no penalty, movement speed at -5, double speed at -20). I'm wondering what to do about characters on horseback.
From a speed perspective, I can see scaling the mount's speed to affect the bonus. However, what about being much higher off the ground? I envision someone tracking to be constantly kneeling to inspect broken twigs, footprints, etc. I feel like there should be an additional penalty for being up on horseback but am not sure how to translate that into the rules (other than completely disallowing it). While tracking a fox through the woods might be hard on horseback, it would be pretty easy to track a herd of giants.
