Quick PrC question, twf Scimitars

I belive there is a PrC that lets you add full (or even more) STR bonus for dmg roll when whielding scimitars, an el prc from eberron maybe?

Its only a special double scimitar (exotic double weapon). The PrC is Revenant Blade, and I think its in the ECS.
