hi,

i was wondering if its allowed to perform a charge attack while flying.

also, the MM2 states that half-golems can't run, does that prevent them from making charges on the ground?

if yes, then what about flying charges?

You can charge if you can move 10 ft in a straight, unobstructed line to the target. Doesn't matter your movement methods (thought with Fly with maneuverablity less than Good may have to worry about not hitting the distance neccesary to stay airborn.)

On creatures not having the ability to run, it means the creature can't take the Run action as a full-round action to move somewhere between 3-5 times your movement speed based on if you have the Run feat or wearing medium or heavy armor. It has no effect on the ability to charge.

EDIT: If a flying creature charges with a piercing weapon and moves at least 30 feet downwards and 10 ft. horizontally will deal x2 damage (adding multipliers as normal).

It sure is. A charge attack is basically a double move with an attack roll at the end. You can double move while flying, so you can charge.

Likewise, a double move is not the same as a run. A run is a 4x move as a full round action, which is what golems and such cannot do. They can double move, so they can charge.
