Is there a way to do it if they weren't created through the Animate Dead spell?

Using Rebuke Undead to Command Undead is permanent until they're released.

Command Undead (http://www.d20srd.org/srd/spells/commandUndead.htm) is effectively permanent, as it's days per caster level, and that can be cheesed to the extreme. (http://www.giantitp.com/forums/showthread.php?t=154158)

Oh. I thought Rebuke Undead was temporary. Given that the character is an Evil Cleric, this was kind of a waste of a thread. XD

Might wanna check out this handbook (http://community.wizards.com/go/thread/view/75882/19872726/Revised_Necromancer_Handbook)'s section on rebuking.

And google optimized turn undead (http://community.wizards.com/go/thread/view/75882/19872990/Comprehensive_Guide_to_Turning) or optimized rebuking and you should be able to come up with a good list of rebuking boosting items/feats (http://www.giantitp.com/forums/showthread.php?t=141266).
