Other than taking dragonborn, cause bahamut's a sissy dragon (Tiamat4life), what (LA+0) ways could you get a water orc to become dragonblooded?
Houserule a Dargonborn of Tiamat?

There are two feats that give the dragonblooded subtype IIRC. The first is Draconic Heritage and it can only be taken by a character with Sorcerer 1. The second feat is in either the Draconomicon or Dragon Magic.

Spellscale race in Races of the Dragon, or Kobold.
Dragontouched feat in Dragon Magic.
There's a dragonblooded version of every PHB race and then a few more in Dragon Magic, each a result of a pact with a different type of dragon:
Silverbrow Human (silver dragon)
Deepwyrm Drow and Half-Drow (deep dragon)
Fireblood Dwarves (red dragon)
Forestlord Elves and Half-Elves (green dragon)
Stonehunter Gnomes (copper dragon)
Glimmerskin Halflings (gold dragon)
Viletooth Lizardfolk (black dragon)
Sunscorch Hobgoblins (blue dragon)
Frostblood Orcs and Half-Orcs (white dragon)
There's quite a few choices there. Silverbrow Human is the most often used, because you still get the bonus feat, and instead of the extra skill points you get Disguise as always a class skill and you can use Feather Fall x/day.

One thing to note about Dragontouched is that it needs Cha 11. Given that Water Orcs take a penalty to Cha, I figure it's something to keep in mind.
Dragontouched is the easiest way. If levels are cheaper than feats for you, a single dip into DFA will get you Dragontouched as a bonus feat. Even if you never acknowledge that you have a breath weapon, some of the invocations are really handy. +6 on Bluff/Diplomacy/Intimidate (defy the "orcs can't talk" stereotype), +6 on Spellcraft and ALL Knowledges (defy the "orcs can't think" stereotype), swim speed and water breathing, at-will Detect Magic and Identify (I love this one), at-will See Invisbility (you already have darkvision, but hey), at-will Gust of Wind (you can get creative with this) . . . fun times.

That sounds like you slowly progress towards necromantic powers, lvl 20 capping out as becoming a dracolich

For templates that grant the Dragonblood subtype, the Draconic Creature template is +1 LA but gives some pretty good stuff for that lost level. Or you could go Half-Dragon, but that is probably not worth its higher LA.
