If I add Gods Blood Spelltheft to add a domain to my spell thief list can I cast spells from the domain above fourth level?

Play the Trickster Variant Spellthief and you'll get spells from 0 to 6th.

Godsblood Spelltheft does not add any spells to your spell list, and is unrelated to whatever level of spells you can or cannot cast from your Spellthief slots. It's limited by the level of whatever stolen spells you're currently holding onto instead, so if you have an eighth-level spell stolen, you can use its energy to cast the corresponding eighth-level domain spell.

You can also take the Apprentice Spellcaster feat, and Mother Cyst (or a bloodline feat, or a dip into Sandshaper) and swap out a spell known at every level for a useful one, which you can use your stolen spell energy to cast.
