Could I be a 4th level rogue, 1st level sorcerer, with this feat, and qualify for Mind Bender or any other "arcane caster level 5" PrC? The way I am reading the feat I would be able to, since it would make my caster level 5 instead of 1.

I think so, yes.

I thought so as well, since otherwise the feat would be fairly useless. neat, now I can make a sorcerer/rogue and not suffer from too many lost caster levels.

Pretty sure that the practiced spellcaster and practiced manifester feats both say that this bonus cannot boost your caster level above your total character level/current HD.

Good thing he isn't doing that then.
Rogue 4/Sorc 1 = Character level 5
Sorc 1 CL = 1
PS = +4
Total CL = 5
5 = 5

yeah i know, which is why i asked in regards to a sorcerer 1/rogue 4. 5 HD, max possible benefit of the feat, being CL+4, or your max HD, whichever is lower
