There are numerous ways in 3.5 or Pathfinder to apply Poison as a Move or Swift action (Alchemist's Swift Poison, the Master Poisoner feat), but is there any way to make it a truly free action, letting you make multiple poisoned weapon attacks in one turn?

Not that I know of. Sticky Poison (http://www.d20pfsrd.com/classes/base-classes/alchemist/discoveries/paizo---alchemist-discoveries/sticky-poison) might replicate the effect you're going for.

That'd work for melee, but I was more looking for a way to throw multiple poisoned daggers.

I suppose a +1 Returning dagger would work as a second option.

I don't see anything in the poison (http://www.d20pfsrd.com/gamemastering/afflictions/poison) description about how long it lasts; you could have a bunch of pre-poisoned daggers if it came to that.

Is this for a PC or an NPC?

it's swift, but it does let you apply it to two places allowing you to make "multiple attacks"

Poison lasts forever once applied, so just pre-poison a load and throw them.

don't know if there is a scabbard of poison in PF, but perhaps that in conjunction with quickdraw?

This looks like the best way to do it, works especially well if you're an Alchemist as with that discovery you can just recollect your daggers and use them again, keeping your expenses low.

Alternatively, ask the DM if you could instead of having the poison last for Int uses, have it last for only a single blow but may be applied to Int weapons, making it a much better discovery to ranged people while also not being an unreasonable request.

Returning daggers don't work like that, they come back at the beginning of your next turn, not between each attack. That's Whisperknife/Bloodstorm Blade territory. Really, as has been said, prepare your daggers ahead of time and you don't have to worry about in-combat poisoning. It doesn't necessarily help if you decide you need more of a certain poison but, as has been said, No plan survives contact with the enemy and you'll have to fall back to your Swift action preparations in such instances.

Gehennan Morghuth-Iron might be worth a look (naturally poisonous metal), but the save DC 12 is abysmal.

I remember reading somewhere, might have been homebrewed, about hollow tip darts. They could hold one dose of poison that gets injected upon injury, and they're refillable. You could probably do something like that with daggers.

So poison multiple non-magical daggers? The problem is once you get into full attacks multiple magical daggers aren't worth the cost in general, with or without poison. You're better off with arrows or shuriken. The advantage of daggers is that they can also be used in melee. Non-magical thrown weapons are for low level ranged backup, then comes magical shuriken, then comes a bow once even a magic composite bow/arrows is affordable as a backup weapon. Even at low levels you want javelin or other throwing weapons rather than daggers unless you need the melee.

Manifest prevenom weapon (http://www.d20srd.org/srd/psionic/powers/prevenomWeapon.htm) and use a bow. Unlike truevenom, prevenom doesn't have the "until discharged" clause. And as long as you're psionic, why not use strength of my enemy (http://www.d20srd.org/srd/psionic/powers/strengthOfMyEnemy.htm) at the same time, for Con and Str damage? It'd be easy to fluff it as another kind of poison.
