Ok hi guys i have a question about the Peacebond spell. In the description the target is said to be "one slung or sheathed weapon". With it written this way can i target a wand if they have not pulled it out? The wand would get a Will save to resist the spell. The spell is in Ultimate Combat on page 238.

I would say yes. A magical Weapon.

Well, not always, even if you go by a colloquial and not game-play definition. After all, a wand can be charged with one many utility spells that do nothing but help others.
So, unless you are in a setting where wands are figuratively speaking the equivalent of guns, I personally say 'no' by my interpretation of RAW and RAI.

well, since the Quick Draw allows the rapid drawing of weapons, but specifically denies that bonus to wands, potions, and scrolls, I would say that Peace Bond has no effect on such items either.

Actually, the common wisdom is that you can use Quick Draw with wands, due to this section of the SRD:

Draw or Sheathe a Weapon

Drawing a weapon so that you can use it in combat, or putting it away so that you have a free hand, requires a move action. This action also applies to weapon-like objects carried in easy reach, such as wands. If your weapon or weapon-like object is stored in a pack or otherwise out of easy reach, treat this action as retrieving a stored item.

If you have a base attack bonus of +1 or higher, you may draw a weapon as a free action combined with a regular move. If you have the Two-Weapon Fighting feat, you can draw two light or one-handed weapons in the time it would normally take you to draw one.

Drawing ammunition for use with a ranged weapon (such as arrows, bolts, sling bullets, or shuriken) is a free action.
...whether that would extend to the Peacebond spell is fairly questionable.

Ultimate combat... OP is referring to Pathfinder. Quick Draw (http://www.d20pfsrd.com/feats/combat-feats/quick-draw-combat---final).

"Alchemical items, potions, scrolls, and wands cannot be drawn quickly using this feat."

It very definitely does not allow wands to be quick drawn.

My point being that it's really up to your DM. I would NOT consider a wand a weapon, though it does get drawn.

Going by improvised weapon rules though... similar logic that I used in my Quick Draw argument... you could Peacebond just about anything.

Ah, gotcha. I was thinking of the spell of the same name in Cityscape....missed the Ultimate Combat reference.
