Like Fau said, you're targeting touch AC. Start with a 14 DEX, buff it a little for good measure, prepare plenty of non-touch spells just to be safe, and you're good.

It depends on the wizard build I'm going with.

For example, is this an endurance arena (15-20 fights straight through) or to we get to regain spells after every fight?

If it's the first then reasonable high ish, +20 or so probably. 10 from level, dex bonus depends on my form but it's likely around, a few incidental buffs.

If it's the second then I probably ignore it as I don't need to roll for any of the builds I would be using.

Cast fly, & then AoE orbital bombardments, mob up with Magic Missiles. You don't need ranged touch attacks

I think the OP is simply looking for the highest attack bonus possible by an average wizard using an attack (non-aoe) spell like scorching ray.

Yeah, don't really need it though. Although a wand of Quickened True Strike (thanks to Easy Meta Quicken or the like) is 21K well spent.
