I need a third party to settle a dispute between the DM and I about the Draconic Rite of Passage. (www.wizards.com/default.asp?x=dnd/we/20060420a)
Is this a feat? My DM thinks so, but I don't.
In my defense, it does say "any kobold who completes the ritual", not "any kobold who takes this feat"

It's not a feat, it's a ritual. You can just do it, and it costs you some hitpoints and some gold. Think of it as a racial feature (only Kobolds get to do it).

Neither the normal nor greater rite are feats. They are actions that a kobold can take in order to permanently sacrifice the cost and permanently gain the benefit, and that is all. Draconic Reservoir is a feat, and is necessary to perform the greater rite, but the rites themselves are not.

The only feat involved is the Kobold feat, Draconic Reservoir, listed at the bottom of that page.
