Yeah, no. +2 to two stats is rare enough, but with no LA or RHD? I cannot think of a base, WotC-printed race that has that.

If your go Pathfinder, it's a pretty common configuration.
Halflings have it in Core Pathfinder.

Dhampir (http://www.d20pfsrd.com/bestiary/monster-listings/humanoids/dhampir) and Div- and Rakshasa-Spawn Tieflings are other Pathfinder examples.

Venerable Magic Blooded Unseelie Fey Kobold with the Dragonwrought feat. 0 LA, and IIRC that's +4 Dex +7 Cha.

Pretty sure that's the best we can do here.

+4 stats 0 LA and 0LA +charisma are quite rare.

If PF is allowed, variant Tieflings or Ifrit both work (Ifrit hasn't been mentioned)

Note that even without templates, a Dragonwrought Kobold gets +2 Dex and +3 Cha.

They also have some natural armor, low-light vision and +2 to a few skills. And pounce on flat-footed foes as a racial feat. I'm playing a Magic Blooded Catfolk Charisma based Swordsage//(My) Paladin. It's awesome.

EDIT: The racial adjustments on a Magic-Blooded Catfolk are +4 Dex -2 Wis +4 Cha.

D'hin'ni are LA +1 and are, in my opinion, one of few races that are worth it.

+2 Dex -2 Wis +2 Cha
Small
20' speed
Halfling subtype
Darkvision
+1 racial to all saves
+2 racial on atk with thrown/slings
+2 racial Climb, Jump, Listen, Move Silently
Airborne creatures take a -1 penalty to atk/dam against d'hin'ni
SLA: at-will: prestidigitation; 1/d - gust of wind, wind wall, whispering wind
Auto languages: Common, halfling, auran
FC: Sorcerer
LA +1

Much more worth it if you can get the +saves traded for a feat (ala Strongheart Halfling)

Their favored class is Wizard, so WotC was throwing them a bone I guess. I dunno though
