This is a follow-up to Goblins: The Exodus. I'm in a current game and am trying to create a follow-up for the game.

Gameplay: You are in Gobberhiem after your tribe has found its way there. The Tribe has chosen its leader and has settled in. Now you need to thresh out a pecking order and assign jobs.

Objectives: Keep your Goblin alive and capture the highest possible ranking at the end.

Setting: Imagine the average fantasy setting with kings, knights, mages and dragons. Most things that are possible in Lord of the Rings, D&D, World of Warcraft or the Warhammer universe can happen here. Goblins are small, ugly, cowardly and primitive by human standards, but not all goblins are evil, and by no means are they stupid

Game Style: It is a roleplaying game but there are different Areas which will make this into a board game.

Creating a Goblin
Name: Choose a name for your goblin. It should have a first name and a two part* last name. If you are playing this after finishing a Goblins: The Exodus game it should be the leader of your family.
Health: Roll 1d20 to find your Goblins Health
Skills: You gain a +1 bonus to your any roll that falls into the category in two skills
Description: Write up a description of you goblin.

Skills
Charisma: Allows you to bend other Goblins to your will. Opposed Check. 1d8
Fighting: Allows you to deal damage to the opposing Goblin’s Health. Opposed Check. 1d6
Gathering: Allows you to gather resources 1d6
Heal: Allows you to heal a small amount of health to your goblin 1d4
Ingenuity: Allows you to find ways out of some traps and prisons Opposed Check. 1d20
An Opposed check has both you and the other Goblin involved use the same check. In a fighting check the winner deals damage to the other’s health equal to the amount he/she won by

Items
Tool: Gives you a bonus to gathering rolls
Patch: 1 time use Gives you a bonus to Heal Rolls
Thinking Hat?: Gives you a bonus to Ingenuity rolls
Suit?: Gives you a bonus to Charisma Rolls
Spear: Gives you a bonus to Fighting Rolls
A Regular item gives you a +1 bonus and costs 4 resources. A great item gives you a +2 bonus and costs 7 resources. An Awesome item gives you a +3 bonus and costs 10 resources. A Patch costs half as much as any other item of the same level. You may only use one item per turn
Turns
Each turn you may take three? actions in any order.
EXPERIENCE: The more you use a skill the better you become at it. If you use a skill three times you gain a +1 to that skill. If you continue using the skill you will continue to gain +1 to the skill. If you use the skill seven times you gain +2 to the skill. If you use the skill twelve times you gain a +3 to the skill. Any further uses of the skill will not affect your ability. If you have the initial +1 to the skill you get the added bonus at the same number of uses.
*: Not necessary
I think that’s it. I need some help coming up with names for the skills and items. Otherwise, Comments?

Is this a empire/civilization building game?

Kensen, whose rules the new Exodus uses, was designing a tactical mini-RPG shortly thereafter, though it unfortunately burned out before fruition. I played in 1 or 2 playtests for them and they were pretty good and decently detailed. If you want to have a look, you can find the rules here: http://www.giantitp.com/forums/showthread.php?t=143795
