Transmute rock to mud?

When it comes to using transmute rock to mud, do people standing on the affected rock get a reflex save when it gets transmuted? The only thing I see in the spell descriptor about a saving throw is if a cave ceiling (or the like) is falling because of the transmutation, in which case they get a reflex save for half damage.

I would think that there is no save because there is no 'damage' dealt. The movement is the only thing that takes a hit.

So....save? No save?

No save movement hits are very common even in core.

Someone more versed in geology can tell you how fast a human would sink in a pile of mud like that.
