Is there a feat that allows a non-caster to learn a spell? If not, what would seem fair?

Well, there are some feats for some specific spells as SLAs in complete arcane or mage, I think, and one from faerunspace that gives options and spellcasting as sorc or wiz.

Magical Training I believe.

You're thinking of Hidden Talent though; Wild Talent doesn't give you a power. It simply makes you [Psionic] (by giving you a PP reserve), which is a requirement for certain feats and items.
