Okay, so obviously a larger character can't ride a smaller mount, but what are the limits?

Can a Small Character ride a Large mount without trouble? Imagine a halfling on a large warhorse...it just doesn't look right.

I'm having trouble finding rules for this, can someone point me in the right direction?

A mount has to be at least one size category larger than the rider.

You can have a fine sized bug riding a colossal ++++ dragon.

The only penalty directly related to a size category difference of 2 or more is you lose the ability to perform a fast dismount via the ride skill.

So presuming the dragon was a trained mount and the bug had a ride skill, he could command the dragon as easily as a human could a horse. That seems broken.
