Is there any races or things you can gain class levels in that's in the size category of Fine or Diminutive?

No spells, Just a race.

Jermlaine and one other race that I can't recall are Tiny base.

If you play a Giant of any type you can stack "Return to Nature" to get as small as you want.

I just realized that by "things you can gain class levels in" the OP meant savage progressions (I think) and not classes.

Hengeyokai Sparrow (Oriental Adventures) is size fine when in sparrow form. If your DM allows the 3.5 update from Dragon #318, then Hengeyokai are LA 0. Otherwise, LA +1.
