Wow, that's really limited. I hope my DM would allow research to include a lot more powers on that list.

Well, the list for normal Permanency isn't that long either. But it has a note for DMs allowing additional spells to be Permanencied.

The Pathfinder version (http://www.d20pfsrd.com/psionics-unleashed/psionic-powers/i/incarnate) includes the DM note as well as a guideline, so you can use that and modify the formula for 3.5.

(Or just switch to Pathfinder; that works too.)
