Other than classes (Base or PrC) are there anyways to get your bow to make touch attacks?

Mainly via feats, magic weapon enhancements, etc. Prefer no spells also.

This (http://www.d20srd.org/srd/psionic/psionicFeats.htm#fellShot) is an SRD option.

Also, Deft Strike (Feat) from Draconomicon can let you ignore armor and natural armor to AC. Not quite a touch attack, but close.

EDIT:

Also, there's a Skill trick, in Complete Scoundrel: Spot the Weak Point. As with all skill tricks, it's once per encounter, but it can be used with range attacks, and does turn one into a touch attack.

As mentioned, Fell Shot is probably the easiest way. Also, it is available at level 5 with easy requirements for an archery-focused character. And, since it uses psionic focus, there are ways to boost it with standard psionic tricks.

Anyways outside of having a psionic focus? The person I'm trying to help lacks one and doesn't have an easy way to get it.

Skill trick is an option. Requires a good amount of skill points to be placed, but it does fit requirements.

Not unless you've got some way of making bow shots count as melee attacks; Wraithstrike is melee-only.
