does this ability increase the benefit of the blistering spell metamagic feat (or similar)?

Technically, no, as damage type [fire] and elemental school (wood, air, water, fire, metal, all) are different. There is a [fire] spell in Complete Arcane that is a (water) spell.

EDIT: Also the preset things for Spell Secrets are just that: you choose which of the feats to get from a small list.

more specific then: could a wu jen with the fire elemental mastery cast a fireball modified with the blistering spell feat that does +10 damage rather then +6?

No. Elemental Mastery gives a caster level bonus. Normally, a Fireball is a 3rd level spell with 1d6/CL. Assuming you don't have any metamagic cost reductions, blistering spell makes that a 4th level slot, but it is still treated in all respects for dispelling and other things as a 3rd level spell.

Thus, an 7 level Wu Jen casting a Blistering Fireball (without any items or other things in the mix) would have Fireball do 9d6 (Caster level 9 for a a 3rd level, (fire) [fire] spell) + 6 damage (3rd level spell, blistering spell feat) using a 4th level slot.

the exact wording is

"there after, whenever the wu jen casts a spell of the chosen element, her effective caster level (for purposes of determining level-dependent spell variables and for caster level checks) is increased by two."

how would blistering spell not be effected by this? heighten spell would definitely increase blistering spell's effect, would it not? so why wouldn't elemental mastery?

Heighten does, but not blistering. It's the difference between class level, caster level, and spell level. For Firebal;, the level-dependent spell variable happens to be the number of d6s you swing at people (to a max of 10d6 at Caster Level 10). Blistering Spell does something different: it adds raw damage onto a spell, based on it's spell level.
