To get hellfire warlock, you need 12 in Knowledge(planes). You can't put 12 points into any skill till level 9. However, the point where you can put the final point into knowledge is when you level up to level 9. Can I take Hellfire warlock at level 9, or do I have to wait till level 10?

You don't have skill points to spend until you pick a class.

(Or, in other words, you have to take level 9 in something else and then take level 10 in the prestige class.)

Right. Skill points come AFTER you pick your class for the level.

You can blew two feats to enter one level earlier; Favoured and Primary Contact from Cityscape allow you to put one extra rank in Knowledge: Planes.
