Improved Homunculi or Craft Construct?

For an Artificer, who will have relatively low levels in Artificer itself, which is the better option:

1) Over time improving upon the homunculi you've built and taking the Improved Homunculi feat

or

2) Building new constructs and taking the craft construct feat

Depends on the caster level you will be able to imitate.
