Is there any way to get skill ranks about the normal level+3 limit?

I'm making a character for an epic level game (24) and I'm considering Binder.
After looking at the epic vestiges I'm really loving the Cephalopocalypse (who wouldn't with a name like that), but the feat requires 30 ranks in one of a few knowledge skills and my max is 27.

Any way to boost this so I can bind the squiddly lord a few levels earlier?

Primary Contact, feat in Cityscape, give you one.

Bloodlines increase your max skill ranks without increasing your ECL, though they do take up experience as though you'd leveled (meaning you'd level faster in normal encounters after taking the bloodline levels). Ask your DM how they want to play that, but it could give you the three ranks you need. Just take a Major Bloodline.

Primary contact is a step in the right direction, even if it is two feats to get a third of the way there.

I don't think the bloodline solution would work.
I'm starting at level 24, and we're not keeping track of XP, so a bloodline is essentially a LA+3 template.

I don't think bloodlines give actual ranks.:smallconfused:

Oh well, thanks anyway guys. My DM came up with a compromise.
