Why I am doing this: I was re-reading DBZ and decided to make my own game for it. As I am currently envisioning it the game follows some of the tenets of the D20 system, but has some differences in its design principles. In the D20 system classes are the most important deciders of gameplay and power. In my DBZ game (it needs a name) species is the most important. There is only a single class (based in the SRD's Psychic Warrior (http://www.d20srd.org/srd/psionic/classes/psychicWarrior.htm)) but the power list is significantly altered, and is further altered by the species that enters the class. The first race I have done is the Saiyan, and I will be making the other classes to its basic balance point. This system does not work with normal D20 systems, due to my attempts to get the feel of the series and so increasing HP and damage while decreasing the effectiveness of alternate means of achieving victory.

Races!

Saiyans:

Saiyans are a somewhat primitive interstellar species. They possess terrific physical strength but have no technology and little culture of their own, adapting themselves to whatever societies they interact with. The Saiyans have no origin story, only a history leading back to their last migration when they eradicated a species known as the Tuffles on planet Plant. Renaming the planet Vegeta, the Saiyans are now part of the massive Planet Trade Organization (PTO).

Personalities: A Saiyan is born for a singular purpose: fighting. From the time they are born Saiyans are tested and trained to weed out the weakest. A common practice is to send the weaklings at the age of ten off to other planets, where they will either conquer the planet and redeem themselves or fail and die. As a result Saiyans tend towards being aggressive, even brutal. Pity and empathy are frowned up as signs of weakness, and a sociopathic disregard for life is cultivated in the youths in order to create the best warriors. Some Saiyans have more congenial personalities with a greater capacity for empathy and emotion than the average warrior, but these Saiyans still maintain their love of fighting.

Physical Description: Saiyans all have uniformly black hair in their native form and their hair never changes in length (relative to their body) or shape in their lives. Saiyans also have dark eyes and skin that varies from pale to tan. Their height ranges between 5 and 7 ft., and they have little to no body fat. The most important physical trait of a Saiyan is a brown colored tail like an apes, which most Saiyans are born with. The tail releases hormones into the Saiyan when bathed in the light of the moon which causes them to transform into their Oozaru form. Those without tails cannot take this form, but are made capable of transforming into a Super Saiyan instead.
Saiyan Racial Traits:
3D6 HD: The Saiyans are a tough race that are capable of recieving numerous wounds and continue fighting.

+2 Strength, +2 Constitution, -2 Wisdom: Saiyans are strong and resilient, but their aggression makes them rash and prone to act out.

Medium: As Medium- creatures, Saiyans have no special bonuses or penalties due to their size.

Sayian base land speed is 50 ft.

Saiyan Birthright: Saiyans are born with either a tail or without one. Both grant the Saiyan incredible power in the form of transformations.

Tailed Birthright (EX): A Saiyan born with a tail is granted the power of the moon, and can transform into an Oozaru upon reaching 4 HD. An Oozaru is a giant ape covered in brown hair that can reach over 70 ft. in height. A Saiyan can always choose to use a lesser form of Oozaru than their highest, so a Saiyan with 12 HD could transform into a Large Basic Oozaru, a Huge Evolved Oozaru or an Elite Gargantuan Oozaru. Transforming is always a standard action. Once they have reached 20 HD the Saiyan can transform into the Ultimate Saiyan, which remains human in size and form but gains a mantle of red hair.
At 4 HD the Tailed Saiyan can transform into a basic Oozaru for a number of turns equal to their con bonus. They become Large, gain +8 Strength, lose 2 dexterity, gain +2 constitution, gain 1 natural armor, take a -1 in AC and attack bonus, and their reach increases to 10 ft while in this form.
At 8 HD the Tailed Saiyan can transform into an evolved Oozaru for a number of turns equal to their con bonus. They become Huge, gain +16 strength, lose 2 dex, gain +4 con, gain 2 natural armor and take a -2 to AC and attack bonus while in this form. Their reach increases to 15 ft while in this form .
At 12 HD the Tailed Saiyan can transform into an elite Oozaru for a number of turns equal to their con bonus. They become Gargantuan, gain +24 Str, lose 2 dex, gain +8 con, gain 7 natural armor and take a -4 to AC and attack bonus while in this form. Their reach increases to 20 ft while in this form .
At 16 HD the Tailed Saiyan can transform into a final Oozaru for a number of turns equal to their con bonus. They become Colossal, gain +32 str, lose 2 dex, gain +12 con, gain 12 natural armor and take a -8 to AC and attack bonus while in this form . Their reach increases to 30 ft while in this form .
At 20 HD the Tailed Saiyan can transform into an Ultimate Saiyan for a number of turns equal to their con bonus. They remain medium, gain +32 str, gain +12 con, gain 12 natural armor, and gain +8 to their power level while in this form.

Tailless Birthright: A Saiyan born without a tail is granted the power of the sun, and gains the ability to transform into a Super Saiyan. A Super Saiyan is a transformed Saiyan who boosts their PL above its normal limits. The Saiyans’ black hair turns blonde and spikes up, their eyes turn green, and they gain a yellow aura that swirls around them like a fire. The level of SS increases as the Saiyan grows in experience, each time with further changes in appearance and power. A Tailless Saiyan that reaches Super Saiyan 2 gains lightning bolts that flicker through their aura, and a Tailless Saiyan that reaches Super Saiyan 3 gains longer golden hair and their eyes turn blue. Finally the Tailless Saiyan gains the same Ultimate Saiyan form as a Tailed Saiyan.
At 4 HD the Tailless Saiyan gains the ability to become a Super Saiyan for a number of turns equal to their con bonus. They gain +2 to their PL, +2 Con and +1 natural armor while in this form.
At 8 HD the Tailless Saiyan gains the ability to become an Ascended Super Saiyan for a number of turns equal to their con bonus. They gain +4 to their PL, +4 Con and +2 Natural Armor while in this form.
At 12 HD the Tailless Saiyan gains the ability to become a Super Saiyan 2 for a number of turns equal to their con bonus. They gain +6 to their PL, +8 Con and +7 Natural Armor while in this form.
At 16 HD the Tailless Saiyan gains the ability to become a Super Saiyan 3 for a number of turns equal to their con bonus. They gain +9 to their PL, +12 Con and +12 Natural Armor while in this form.
At 20 HD the Tailless Saiyan can transform into an Ultimate Saiyan for a number of turns equal to their con bonus. They gain +8 to their PL, +32 Str, +12 Con, and +12 Natural Armor while in this form.

Saiyans are all born with tails. Vegeta, Goku, and Broly had tails and became super saiyans. Goku and Vegeta both had their tails cut off.

Or is this gameplay and story segregation? Since to transform at any time required creating a false moon and all......or super saiyans being rare as hell.

Other then that it looks cool.

Well, no one achieved super saiyan while having a tail. Everyone of them had lost theirs when they first transformed, so there is that. But mostly its gameplay and story segregation; its assumed you (as the hero/villain) are going to be one of the .1% rather than the 99.9% who cannot. Occupy Super Saiyan!

well, it'd be easier to adjust the system to where at greater levels one could gain the ability to transform into a super sayain if they switch classes from fighter to monk, they could always switch back, that way they might want to take the time to develop the character mentally prior to just "Oh we're in a fight? super sayain time!" it might be a trait that other character's could find dangerous. or perhaps the lighting does constant static damage, or when transforming an aura of fear is cast automaticly... I'd play around with it a bit more.

A good way to cover Super Saiyan would be The Giant's Champion class. Take a look. Actually, now I kinda want to stat that up.
