Found a 3.5 rework on the net, how balanced is it?

So i'm wondering how it did on the rebalancing; i'm also surprised I haven't
heard of it before as i've been looking at rebalancers for awhile.

It certainly looks like improvements and tweaks of a straightforward sort; though i'm not sure if it affects tier lists any.

It looks okay. I'm not up to doing a full evaluation, but Druids and Clerics are definitely down to Tier 2-3, and with a more restricted spell list Wizards and Sorcerers aren't quite as infallible as they used to be.
