Does anyone know any way to get these without blowing 6 epic feats?
I know demilich get 3 automatic still spell for free and that master specialist illusionist gets it for his illusions spells.

Okay, I was trying to find a way to get them onto an illusionist brass dragon, said dragon has the wandering template, so its constantly surrounded by evershifting illusions, I thought it just sort of willing the spells into existence might add to the surrealism.

Master Specialist (Illusionist) gets this but it only applies to illusion spells and requires several levels of the prestige class.

If all you want are illusions, maybe specialize a bit; If you make him a Binder for instance, he can bind Haures to get Major Image and Phantasmal Killer, both without verbal or somatic components.

If all you want is eerieness, there are several feats and skill tricks that let you disguise a spellcasting as another action, like singing.

There's a PrC in the Shattered Gates of Slaughtergard that gives permanent Silent spell.

Geometer lets you pay 25gp in advance per spell to still (or was it silence?) without adjustment, creating some kind of paper or whatever. If you sink enough cash into the right spells, it's pretty much automatic. Metamagic reduction should get you there pretty easily.

If you are using Pathfinder, 1 level of Oracle makes you deaf and all your spells (not just oracle spells) are automatically silent.
