Let's say you have a character that is proficient in light and medium armor. Does making heavy armor out of elven darkleaf or mithral allow them to be considered proficient in the armor, or is it still considered heavy armor for the purposes of proficiency?

Full Plate would be treated as Medium Armor for proficiency if made from Mithril (no idea on the darkleaf.)

"Most mithral armors are one category lighter than normal for purposes of movement and other limitations."

Movement is what profiency is based on (note how you take the ACP on anything that involves moving if not proficient).

If that wasn't enough, every single cRPG that licensed the rules has just flat out made it the next step lighter.

They are treated as if they were a lighter category. If you need further proof, Races of the Wild has stats for various mithral armors: mithral full plate is listed as medium, mithral breastplate is listed as light, etc.
