I am trying to build a bard, fighter, warchanter, warrior skald support character for my party, on commision. However, unless i can get 9 ranks in a perform by level 5, i wont have the required for warchanter at level 6. Is there any way to get extra skill ranks, not bonuses mind you?

You can exceed the skill max ranks by +1 for one skill by spending two feats on it. (Cityscape: Favored, followed by Primary Contact)

This is a darned high tax and is likely not worth it. I'd recommend delaying Warchanter until 7th and saving the two otherwise useless feats.

Unless you have a merciful DM that would reward you with a training montage or a magical location for those two worthless feats, I'd just wait it out.
