Death and plane shift

Lets say a caster that can cast plane shift (or similar spell) dies and his soul goes to whatever plane it goes to. What is stopping him from simply plane shifting back to the material plane? Also if he shifts back to the material plane what would happen if someone tried to resurrect him?

Sure some inevitables might start hunting him but if they kill him he can just plane shift back again.

Yeah, your not just planeshifted away when you die, your soul wanders. You have to do fancy things like become a lich to keep your soul around in a state that can cast spells.
