I'm building a Skill Based Rogue for an inner-city campaign.

The DM says this will be largely RP and Intrigue based, and combat will not play a huge role in this one. These are part of a series of short run campaigns where our primary requirement is that we play characters that we haven't played before. It's sort of an RP exercise that we're subjecting ourselves to so we can explore new play styles. Therefore, we have to follow the WoTC fluff in the source materials we take from.

We build an L1 with an Elite Array. I picked a Human for my race. Maybe not perfect for the class, but humans tend to be easier for me to build.

While building my skill monkey, I discovered that DEX, INT, and CHA each modify 7 different class skills, while WIS modifies 4 and STR modify 3.

I'd like to use Skill Synergy to my advantage when I hit L2, while getting as many skill points as possible out of her, so, I'm thinking:

15 INT
14 CHA
13 DEX
12 WIS
10 STR
8 CON

At L2, that could give her a +9 to Appraise (if I decide to build a crafty crafter); +8 to UMD; +7 to Search, Know:Local and Decipher Script; and a +6 to Bluff.

So that sort of makes her a phony spell caster, which is kind of cheating since I typically play casters.

What do you guys think? In the end, she doesn't sound very Roguish if I build her with those skill sets in mind. In my mind, I kind of picture a Rogue being good at petty criminal behavior... like breaking and entering, pick-pocketing, that kind of stuff.

Perhaps instead of building for Skill Synergy, I should build for thievery:
15 INT
14 DEX
13 CHA
12 STR
10 WIS
8 CON

That could giver her a +9 to Balance which gives me auto-success on most balance checks, and a 50% chance of success on a difficult check (DC20), so I could make her into a sexy rooftop leaping cat burglar! Of course, my STR is meh, so climbing and jumping will be difficult. And her +8 now goes to Gather Info, which has a much higher DC (25) to get information useful enough to play like a street informer. But I'll be good enough at opposed checks like Tumble, Forgery, Move Silently, and Hide.

So... which do think would be better? Or am I going about this all wrong? Should I be building her differently?

Factotum, if it's allowed. Put your highest stat on Int. Now you blow those skill checks right out of the water. If you feel too caster-y, say your factotum can't cast or use its healing. Now you're a Better Rogue. Better skills, better mechanics, Int focus, does what you want it to, and so much more.

EDIT: If you insist on being a Rogue for whatever reason, put points into the social skills, plus whatever sounds most fun to you.

Are psionics allowed? Psychic Rogues (http://www.wizards.com/default.asp?x=dnd/psm/20040723b) absolutely excel at intrigue campaigns, and your instinct to make Int your highest stat will be well-rewarded.

Elite Array spread:
8 STR
14 DEX
10 CON
15 INT
13 WIS
12 CHA

Instead of a petty thug or a pickpocket, you become a special agent. How would you like to lie like a car salesman? (http://www.d20srd.org/srd/psionic/powers/controlLight.htm) Wiretap yourself? (http://www.d20srd.org/srd/psionic/powers/senseLink.htm) Reposition sentries (http://www.d20srd.org/srd/psionic/powers/attraction.htm) as you please? (http://www.d20srd.org/srd/psionic/powers/aversion.htm) Read minds? (http://www.d20srd.org/srd/psionic/powers/readThoughts.htm) Hide the party on the ceiling? (http://www.d20srd.org/srd/psionic/powers/levitatePsionic.htm) Hide under a chair? (http://www.d20srd.org/srd/psionic/powers/compression.htm) Get anywhere in town? Intriguing...

I've never played a Psion before. I've always wanted to, but the rules seem complicated to me. However, the abilities you describe are freaking awesome!

I'm going to go do some reading now. Time for me to study up on this Psychic Rogue class.

Thanks Psyren!

Just keep in mind the golden rule of psionics:

You may NEVER spend more PP on a single power than your manifester level, Overchannel and Wild Surge excluded.

Glad to help; for a quick primer on psionics, read this. (http://www.giantitp.com/forums/showpost.php?p=10635999&postcount=2)

But don't get me wrong - Factotum and Beguiler are great choices too. (And remember to grab some nice skill tricks from CSco no matter who you choose.)

Psychic Rogue is pretty nice.
What level do you think you are going to get to? Psychic Assassin and Trapsmith have some pretty amazing options. Trapsmith gets clairvoyance as a first level spell and dimension door as a second.

I also like making Marshals, a great way to boost the skills of your entire party.

If I had to take any single class for a skill-based character, it'd be one of Factotum, Beguiler, or Psychic Rogue.

However:

There's nothing that says you have to be single-classed. And in fact, skill-based characters work really well at dipping a bunch of them.

RP and intrigue based?
Forgery. It's opposed by Forgery. Of the core classes, only rogues get it as a class skill, and I think maybe three or four get it outside of core.

I just came scampering back with more questions, only to find out you've already answered them! Thanks!

Same reason Dragon Shamans don't get Know(Arcana) ...
or Favored Souls don't get Know(Religion) ...
or Swashbucklers don't get Perform or Disguise ...
